I have the honour to acknowledge the receipt
of your Despatch No. 312 of the 12th. October last relative to the
grant to be made from Imperial funds for the purposes of the
University of Hongkong. The annual return giving particulars of the
scholarships will be furnished as requested.

With reference to the third paragraph of Lord
Crewe's Despatch No. 207 of the 15th. September, 1909, the suggest-
-ion that the scholarships should be confined to British subjects
of Chinese extraction, born either in Hongkong or in the Straits
Settlements, was considered by Sir F. Lugard with the assistance
of the University Committee, and he decided to open them to all
British subjects.

Sir Charles Eliot and I concur in this
decision, and I have accordingly issued instructions that any
British subject shall be allowed to compete for the scholarships
to be granted this year, without prejudice to any change that may
be made in the future. The examination takes place today and the
question referred to above was only raised a day or two ago. There
has been no time, therefore, to consult you in the matter. I am in- -formed that the 2 scholarships to be competed for this year will
probably be won by British subjects of Chinese parentage from Singapore or Hongkong. Opening the scholarships this year to all British subjects will therefore not prejudice the limitation
